easily accessible sites are scarce. But the remedy is to put up with comparative inaccessibility, and lessen it by levelling, building roads, running omnibus and tram services, etc. This will have to be done on a large scale very soon, and in my opinion, and in that of most of the civilians, has already been postponed far too long.

I may remark that the price to be paid for this land is very far below its market value, which is probably about 1 per square foot.

If it is decided that the whole ground cannot be kept indefinitely as a park, I suggest that the Colonial Govern- ment should be asked to confine building to the hilly parts,

and that the War Department should take back all the lower parts on the east, roughly up to the 50' contour, and else- where up to the 100' as a general military recreation ground. The upper levels are not at all too steep for building upon and there would be no difficulty in building a road suitable for motor care up to the summits. A good deal of levelling would be required to make large grounds on the lower levels but this would apply equally anywhere in Hongkong: and King's Park has tremendous advantages in site, surroundings, and aspect.
